Last week Chancellor Rishi Sunak announced in the summer statement that the government will be investing £3bn package of green investment to decarbonise public buildings and cut emissions from households in Britain that are poorly insulated as part of the government’s Covid-19 financial recovery plan.

The government’s new plans to improve the energy efficiency of homes will make only a fraction of the progress needed to help the UK meet its legally binding climate targets, according to a new study.

A report by the Institute for Public Policy Research (IPPR), has discovered that at least 12 million households will need to be fitted with low-carbon heat pumps and energy efficiency measures over the next 3 decades for the UK to meet its net zero targets.

Although, Rishi Sunak’s pledge to fund a new energy efficiency plan with £3bn of spending is less than a third of the investment needed, and its plans to install heat pumps will deliver less than 2% of the number required, according to the report.

Within the report, IPPR stated that the UK government should prioritise electric heat pumps, heat network and energy efficiency upgrades as the main technologies for retrofitting homes, as this solution is a clear technology pathway to a greener future.

Furthermore, the report stated that draughty homes in the UK would need annual expenditure of more than £10.6bn from both public and private investment until 2030 to meet the UK’s target to reduce carbon emissions, which means that the current allocated £1bn to improve the insulation and energy efficiency of public buildings and to invest in renewable heating technology is not enough.

In addition to this, the report analysts recommended that to ensure that the UK meets its decarbonisation objectives as quick as possible and to ensure money is diverted into zero-carbon technologies today so that homes are no longer heated by traditional methods such as gas. Additionally, they recommended that households in need of boiler replacements should be signposted towards alternative low-carbon heat solutions.
